Percentages, absolutely.  Very rarely, there may be a case where there is 
a borderline situation (50-50 crap and intelligence) and the poster would 
be asked to resubmit or to tone down the bad stuff.  Often, flames work 
this way:  although there's a lot of ad hominem stuff in the flame, more 
often than not a.s.m'ers have also been arguing facts and ideas as well.  
Stuff like "You're a bonehead...BECAUSE although you mentioned X you 
forgot to mention Y!"  These are always judgment calls, but as the RFD 
says there will be very little interference--the call for moderation in 
r.a.m.e is due primarily to the abuses we see rampant in a.s.m.; that 
seems to be the moderators' chief target in r.a.m.e.
